Attorney Frank Edward Biedak is a life-long resident of the City of Taunton and has relocated his primary office to 57 Main Street, Taunton, Massachusetts.

Attorney Biedak focuses his practice in the areas of health care law, small business and insurance law.  Frank represents numerous Massachusetts health care providers and hopes that re-locating his practice to the Center of the City will permit him the opportunity to counsel more local medical professionals.

Attorney Biedak’s health law practice includes Compliance programs and regulatory compliance, managed care disputes, payment disputes, contractual analysis, and  licensure disputes in front of the Division of Professional Licensure, and State Boards.  Attorney Biedak has implemented numerous Compliance programs for Massachusetts health care providers, including physical therapists, chiropractors and Medical Doctors.

Attorney Biedak has challenged large Massachusetts insurance companies, including Blue Cross Blue Shield for failing to comply with Massachusetts law governing timely notice of billing and payment criteria changes.  Attorney Biedak also presented the inconsistency with BCBSMA’s practice of paying for only CPT code 98940 services, forcing Massachusetts chiropractic physicians to bill all services under that code, regardless of the actual manipulations performed.  Since that time, BCBSMA now accepts 98941, 98942 CPT codes for reimbursement.

Attorney Biedak has represented a large Massachusetts emergency medicine group and a start-up telemedicine entity, PhoneDOCTORx.  This young and expanding entity has improved access to care for patients in skilled nursing facilities, improved the quality of care by assuring timely physician response and assuring that the patients’ needs are met at the most appropriate level of service and has actually reduced the costs of care as patients formerly transferred to over-crowded Emergency Rooms, are now, in many cases, able to be treated right in their skilled facilities.

Through litigation and deposition, Attorney Biedak exposed a company known as Medical Matrix Systems, who evidently contracted with One Beacon Insurance Company to perform “computer reviews” of chiropractic bills and records.  The insurer represented to chiropractors that if they did not accept the “computer reductions” the claim would be sent out for peer review, where it was likely that the chiropractor reviewing the claims would cut the bill further.   Attorney Biedak discovered that the owner of the Medical Matrix System was a chiropractic physician, who also served as the chiropractor who performed the peer reviews that further reduced bills.  Attorney Biedak’s suit exposed this scheme to defraud chiropractors of payment for medically necessary services.  The insurer no longer uses Medical Matrix Systems.

Attorney Biedak represents numerous Massachusetts businesses, including start-ups, as well as established entities.  Attorney Biedak has incorporated numerous Massachusetts corporations, guided corporations through day to day operational, budgetary, strategic planning, employment law matters, and litigation support.

Attorney Biedak resides in Taunton with his wife and two children.

Community Involvement:

My family has always been very active in the Taunton Community.  My Uncle Walter started Little League in the City in the 1950’s.  As an attorney, and father of two, I too believe it vital to give back to our community.  Over the years I have donated Cardiac defibrillators to the Taunton Eastern Little League and the Taunton Catholic Middle School.  It has given me endless joy and numerous fond memories to have coached hundreds of City children.  I have coached teams in the Taunton Park and Recreation League, CYO, Taunton East Little League, Taunton Youth Soccer. I have also served on the Board of the Taunton Youth Soccer League and currently serve as the Manager of the Taunton Eagles U-13 Soccer Club.  Seeing an interest, and an opportunity, I was the Taunton Catholic Middle School’s first Boys’ soccer coach. I also serve our community as a Member of the City of Taunton Board of Elections.

I have sponsored St. Mary’s Elementary School, Raynham’s Officer Phil Program, Taunton East Little League, Coyle Cassidy and Taunton High School Athletics, Pop Warner and Taunton Cubs football,  and numerous other charitable programs in Massachusetts and nationally.
